A man who is remembered as a pioneer in emergency preparedness, locally and nationally, passed away on Saturday morning. Carl Carlos, 79, was Jones County’s first director of civil defense and served in that role for more than 30 years. His legacy lives on with innovations that were utilized across the country and with the Jones County Emergency Operations Center, which is named for him.
